In 1987, the NSF awarded a grant to Merit Network, Inc. to operate and manage future development of the NSFNET.

Merit Network Inc. then collaborated with MCI Telecommunications Corporation and International Business Machines (IBM) Corporation to research and develop faster networking technologies.
